After six weeks of intensive epidemiological training, these EIS officers were assigned for two years to hospitals or state and local health departments around the country.
Upon completing their field experience, EIS alumni were free to pursue any career they desired, on the assumption that their loyalties would remain with the CDC and that they would permanently act as its eyes and ears.
The focus of this elite unit was on activism rather than research and was expressed in its symbol -- a shoe sole worn through with a hole. As a thoroughly politicized epidemic, AIDS began with a falsehood and ended in tragedy. Virus hunters in the CDC directed public health movement first made the new syndrome appear contagious. In the crisis atmosphere created by the CDC, which allowed no time to think before acting, such toxic drugs as AZT, ddI, and ddC could bypass the normal review procedures and achieve a sanctified monopoly status.
The final results have been an unnecessary death toll and an artificially expanding AIDS epidemic. For fifteen years the syndrome was mismanaged by the Japanese science establishment, where virtually all research efforts were controlled by virus hunters. Ignoring strong evidence to the contrary, researchers continued to assume the syndrome was contagious and searched for one virus after another.

He criticized Duesberg for the way he responded to "new evidence and contrary arguments", giving as an example the way Duesberg repeated the claim that "HIV is found in far too few blood cells of AIDS patients to be a plausible destroyer of the immune system" despite more recent evidence showing "much higher blood levels of the virus". He faulted Duesberg for saying little about the fact that high percentages of HIV positive people experience a decline in T-cells and develop the opportunistic infections associated with immune dysfunction whereas HIV negative people "simply do not", and for misrepresenting the medical community as having moved toward his position on AZT. He granted that Duesberg raised "important questions about the scientific policing of deviant views", but criticized him for creating a "conspiracy theory" about virus hunters suppressing dissent. She criticized him for maintaining that "there can be no such thing as an illness induced by a virus that has its overt onset years after initial infection" and "that no virus can cause more than a single disease, or any disease that appears after a neutralizing immune response develops", writing that "decades of progress in understanding infectious diseases" showed otherwise. She wrote that he was unaware that immune suppression caused by HIV takes a distinctive form, ignored epidemiological and clinical evidence that establish the role of HIV in AIDS, made proposals that would harm public health, and had misleading views on "microbial pathogenesis in general".
